1 <br /> PHASE V SUBSURFACE INVESTIGATION <br /> Montgomery Ward Auto Service Center <br />' 5400 Pacific Avenue <br /> Stockton, California <br /> 1.0 INTROIUCTION <br /> 1.1 SCOPE OF WORK <br />' The San Joaquin County Public Health Services Department (County) has requested <br /> that Montgomery Ward & Co , Incorporated (Montgomery Ward) complete an additional <br /> subsurface investigation (Phase V) at 5400 Pacific Avenue, Stockton, California in <br /> connection with the permanent closure of its underground storage tanks (USTs) formerly <br /> located on the property (see Figures 1 and 2) The scope of the Phase V investigation was <br />' outlined in the Environmental Audit, Inc (EAI) Work Plan dated September 24, 1992 (see <br /> EAI, 1992A) and Amendment dated December 31, 1992 (see EAI, 1992B). On January 7, <br />' 1993,verbal approval of the plan was obtained from Mike Infurna of the County <br /> The scope of the Phase V investigation consisted of the drilling and sampling of three <br /> borings ranging in depth from 50 to about 70 feet below grade surface (bgs), converting two <br /> f of the borms to ground water monitoring wells, analytical testing of soil and ground water <br /> samples, and preparation of this report The removal of the underground piping associated <br /> with the former UST systems located on the site will be completed by another contractor. <br /> 1.2 UST REMOVALS <br />' On June 26, 1986, pursuant to a permit issued by the County, two 10,000-gallon <br /> capacity USTs were removed from the site The USTs were formerly used to store regular <br /> and unleaded gasoline A representative of the County was reportedly on-site during UST <br /> removals The underground product lines were triple rinsed, stubbed and abandoned in <br /> place A concrete slab on which the USTs were located was also abandoned in place <br /> On August 28, 1986, one 550-gallon capacity waste oil UST was excavated and <br />' removed from the site This UST was located at the southeast corner of the Montgomery <br /> Ward Auto Service Center building One soil sample was collected from beneath the UST <br /> by Canonie Environmental Services Corp (Canome) and tested for total petroleum <br /> hydrocarbons (TPH) using EPA Method 8015, purgeable aromatics using EPA Method <br /> 8020, urgeable halocarbons using EPA Method 8010, and polychlorinated biphenyls <br /> (PCBsNsing EPA Method 8010 No TPH, purgeable aromatics or PCBs were detected in <br /> the sample. Trichlorofluoromethane (0 05 parts per million {ppm]) was the only purgeable <br /> halocarbon detected. Based on these testing results, no additional assessment activities are <br /> required in this area of the site <br /> On June 22, 1988, four bulk oil USTs (two 1,000-gallon and two 500-gallon capacity) <br /> were excavated and removed from the site These USTs were located on the north side of <br /> the Montgomery Ward Auto Service Center building, between the building and Robinhood <br /> Drive Two soil samples were collected from beneath each UST by Canome and tested for <br /> TPH; and-benzene;-toluene,-xylenes-and-ethylbenzene-(BTXE) No-TPH or-BTXE-were --- <br /> detected in any of the samples.
