i ENVIRONMENTAL AUDIT, INC* 1000-A ORTEGA WAY • PLACENTIA, CA 92670-7125 7141632-8521 • FAX: 7141632-6754 ' December 10, 1996 Project No 1232 Michael Infurna San Joaquin County Public Health Services Environmental Health Division 445 N San Joaquin Street cry - ' P O Box 388 C-3 w Stockton, CA 95201-0388 -r RE: RESULTS OF GROUND WATER WELL SEARCH - .� x ' Montgomery Ward Auto Service Center 5400 Pacific Avenue Stockton, CA 95207 Site Code 2163 --- Dear Mr Infurna As requested, Environmental Audit, Inc (EAI) and Banks Information Solutions on behalf of Montgomery Ward & Co , Incorporated (Montgomery Ward) completed a water well search of all known ground water wells located within one-half mile of the above-referenced Montgomery Ward site This report presents the results of the well search A request to access publicly available records, data base information and quadrangle maps ' maintained by the California Department of Water Resources, Central District (CDWR) was made The CDWR approved the request and provided a ground water well log for wells within approximately a one-half mile radius of the Montgomery Ward site Thirteen ground water wells were located at nine different sites (see Figure 1) Table 1 summarizes the information provided for each well and Attachment A contains copies of the materials provided by the CDWR for each well ' It should be noted that the California water well law applies to all persons constructing, altering or destroying water wells regardless of whether or not they are engaged in the business of well construction The law also applies to persons who convert, for use as a water well, an oil or gas well originally constructed under the jurisdiction of the Department of Conservation More importantly, the public is not granted the privilege of viewing, analyzing or photocopying any filed notice of intent to engage in water well drilling activity or any completion reports, drillers logs, and well schedules This rule inhibits the public from ' obtaining crucial information regarding a well, e g , owner, well depth, date constructed, etc The public in certain instances can obtain limited data found on state location maps and ground- water analysis records The following opinion was released on March 30, 1970 from the office of Chief Counsel Porter A Towner, CDWR " Section 13752 (California Water Code) provides that the information in the logs and reports shall not be made available for inspection by the public but PLANNING, ENVIRONMENTAL ANALYSES AND HAZARDOUS SUBSTANCES MANAGEMENT AND REMEDIATION
