CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD
CENTRAL VALLEY REGION
3443 Routier Road, Suite A
Sacramento, California 95827
NOTICE OF PUBLICATION OF AN INITIAL STUDY
AND NEGATIVE DECLARATION
THE WINE GROUP, INC. - FRANZIA WINERY'S
EXPANSION PROJECT OF LAND APPLICATION AREAS USING RECLAIMED WASTEWATER
SAN JOAQUIN COUNTY
This Initial Study covers the proposed actions by the Regional Board to revise and update the Wine
Group's Franzia Winery Waste Discharge Requirements. The initial study assesses the potential impacts
that could occur as a result of Franzia Winery's proposed modification to its wastewater disposal method
and disposal area. The existing wastewater disposal method from the Franzia Winery is to discharge it to
30 acres of percolation and evaporation ponds. The proposed project is to expand the wastewater disposal
area and to use it for irrigation water for a 300 acre grape producing vineyard adjacent to the winery. The
vineyard is scheduled for planting in the spring of 1995, once the vineyard is planted, wastewater flows
will be diverted to it and the 30 acres of percolation/evaporation ponds will be filled in and grapes planted
in their place. The California Regional Water Quality Control Board, Central Valley Region, (Board) is
the lead agency under the California Environmental Quality Act(CEQA) and has prepared an Initial Study
and Negative Declaration for the project. The Board has also prepared draft Waste Discharge
Requirements for the project which will regulate the quality and method of disposal of the reclaimed water.
The public comment on the proposed documents should be submitted by 14 March 1995.
Copies of the Initial Study,Negative Declaration, and draft Waste Discharge Requirements may be
obtained by contacting Michael Mosbacher at the Board's office at 3443 Routier Road, Sacramento, CA
95827, telephone (916) 255-3030.
Please bring the above information to the attention of anyone you know who would be interested in this
matter.
JackE. Del Conte, Supervising Engineer
MHM 16 February 1995
