Kennedy Jenks <br /> Section 1: Introduction <br /> 1.1 Introduction <br /> This Monitoring Well Installation Work Plan (Work Plan) has been prepared for submittal to the <br /> California Regional Water Quality Control Board (CRWQCB), Central Valley Region by <br /> Kennedy/Jenks Consultants (Kennedy Jenks) on behalf of The Wine Group, Inc. (TWG) for the <br /> Franzia Winery (Facility) in Ripon, California (Site). The Facility is overseen under Waste <br /> Discharge Requirements (WDR) Order Number 95-097 and the Revised Monitoring and <br /> Reporting Program (MRP) Order Number 95-097. The MRP was revised and reissued by the <br /> CRWQCB on 24 April 2001. <br /> TWG received the Report of Recent Inspection, Franzia Winery D.B.A. the Wine Group, San <br /> Joaquin County(CRWQCB, 2025) following the site visit from CRWQCB staff on 9 September <br /> 2025. The letter included the following requirement. <br /> Additionally, as discussed immediately prior to the inspection, based on a review of the quarterly <br /> monitoring reports several of the groundwater monitoring wells have been reported as dry or as <br /> having insufficient water to sample for several quarters. Failure to maintain the groundwater <br /> monitoring network prevents you from complying with the monitoring and reporting requirements <br /> in Monitoring and Reporting Program 95-097. <br /> As agreed to, by 15 January 2026, please submit a Groundwater Monitoring Network Evaluation <br /> Report(Report) The Report shall evaluate if there is a sufficient number of groundwater <br /> monitoring wells that contain sufficient water to evaluate changes in water quality at the site. If the <br /> Report concludes that additional groundwater monitoring wells are necessary, then the Report <br /> shall include a Monitoring Well Installation Work Plan and proposed schedule to complete the <br /> work. <br /> On 13 January 2026, TWG provided a response letter to the CRWQCB including an initial <br /> evaluation of the groundwater monitoring network information, and proposing a timeline for <br /> submittal of a Monitoring Well Installation Work Plan in February 2026. <br /> The objective of this Work Plan is to describe proposed groundwater monitoring well installation <br /> and sampling procedures at the Site to provide a continuing groundwater monitoring network. <br /> Decommissioning of the existing monitoring wells is not proposed. <br /> 1.2 Background <br /> The Facility is used as a winery with operations including wine grape crushing, wine production, <br /> bottling and storage. The Facility is located at 17000 East Highway 120 in Ripon, San Joaquin <br /> County, California (Figure 1). The Site consists of approximately 490 acres located in <br /> Township 2S, Range 8E, Section 4 (Mount Diablo Base and Meridian). The Facility was <br /> developed on Assessor's Parcel Numbers: 245-06-01, 245-06-04, 245-06-15, 245-06-17, <br /> 245-06-17,245-06-18, 245-06-22 and 245-06-23. <br /> Well construction details of the existing Site wells are provided in Table 1.
