The NOV stated that <br /> staff proposed to prepare an administrative civil liability complaint of $6,000 for mandatory <br /> minimum penalties. <br /> On 27 October 2009, the Central Valley Water Board received a check for $6,000 from the <br /> City as payment for the proposed administrative civil liability.
