CAS083470 <br /> WASTE DISCHARGE REQUIREMENTS <br /> FOR <br /> CITY OF STOCKTON <br /> AND <br /> COUNTY OF SAN JOAQUIN <br /> STORM WATER DISCHARGES FROM <br /> MUNICIPAL SEPARATE STORM SEWER SYSTEM <br /> SAN JOAQUIN COUNTY <br /> The City of Stockton and the County of San Joaquin (Permittees) are covered under a <br /> National Pollutant Discharge Elimination System (NPDES) area-wide municipal <br /> separate storm sewer system (MS4) Phase 1 permit. The permit addresses the <br /> discharge of storm water runoff from storm drains within their jurisdictions and requires <br /> the implementation a Storm Water Management Program (SWMP). Tentative Waste <br /> Discharge Requirements (WDRs) have been developed to update existing WDRs Order <br /> No. R5-2002-0181 as part of the five-year renewal process. The permit includes a wide <br /> range of continuing, enhanced and new best management practices, control measures, <br /> performance standards, and effectiveness evaluations to be implemented during the <br /> permit period (2007-2012). <br /> A public hearing concerning the tentative NPDES Permit will be held during the Central <br /> Valley Regional Water Quality Control Board (Regional Water Board) meeting <br /> scheduled for: <br /> DATE: 6/7 December 2007 <br /> TIME: 8:30 a.m. <br /> PLACE: Regional Water Board <br /> 11020 Sun Center Drive, #200 <br /> Rancho Cordova, CA 95670 <br /> The designated parties for this hearing are as follows: <br /> • Central Valley Regional Water Board Staff <br /> • City of Stockton/County of San Joaquin Representative(s) <br /> Only designated parties will have the right to call and examine witnesses, introduce <br /> exhibits, cross-examine opposing witnesses, impeach any witness, and rebut the <br /> evidence against him or her. All other persons wishing to testify or provide comments <br /> are interested persons and not designated parties. Such interested persons may <br /> request status as a designated party for purposes of this hearing by submitting such <br /> request in writing to the Regional Water Board no later than 30 October 2007. The <br /> request must explain the basis for status as a designated party and, in particular, how <br /> the person is directly affected by the discharge. <br />
