SSOs area violation of Discharge Prohibition A.1 <br /> and therefore the Standard Provisions, General Reporting Requirements B.1 require the Discharger to <br /> report the noncompliance. We are unable to specify the Discharger's manner of compliance (California <br /> Water Code, Section 13360),however we will work with the City to develop a protocol for cleaning up <br /> SSOs that will satisfy the permit requirements and utilize the resources available to the City. <br /> We recommend that you develop an SSO Emergency Response Plan tailored to the City of Stockton and <br /> submit it for review. This will allow the City to combine its existing SSO procedures with the Standard <br /> Provisions, General Provisions A.17 and General Reporting Requirement B.1 in a manner that will be <br /> agreeable to the City. This approach will communicate the process which the City uses to remediate <br /> SSOs and therefore allow the Regional Board to consider the City's complete effort to prevent and <br /> cleanup SSOs. <br /> The Regional Board does have some latitude in waiving certain confirmation reports,which would <br /> depend on completeness of the SSO Emergency Response Plan and the Dischargers ability to adhere to <br /> the plan and document the cleanup.
