CA0079138, ORDER NO. 94-324,SAN JOA QVIN CO UNTY <br /> Enclosed is a copy of the inspection report of the City of Stockton Regional Wastewater Control Facility <br /> (RWCF), conducted on 8 December 2000. The inspection was conducted to follow up the 7 December 2000 <br /> reported release of non-disinfected secondary effluent to the San Joaquin River through a faulty gate valve. <br /> The inspection included a site visit of the Tertiary Treatment Facility, meeting with your staff, review of the <br /> December 2000 self-monitoring report, and review of the 15 December 2000 incident report. <br /> The inspection of the Tertiary Treatment Facility did not reveal any obvious violations of the NPDES permit <br /> at the time of the site visit. The leaking recirculation gate valve has been repaired and a procedure is in <br /> place to prevent the possibility of leakage in the event of another broken valve nut. <br /> The release was an operational upset caused by mechanical failure and resulted in an unintentional bypass <br /> non-disinfected secondary effluent. The leak resulted in an estimated release of between 4,920 gallons to <br /> 14,400 gallons of non-disinfected secondary effluent, which was significantly diluted by the disinfected <br /> effluent. <br /> I believe that RWCF staff needs to be more proactive in their response and monitoring of non permitted <br /> discharges. RWCF staff should and be familiar with standard operating procedures dealing with incident <br /> response. Standard Provisions and Reporting Requirements A.17. states in part, "Reasonable steps shall <br /> include such accelerated or additional monitoring as necessary to determine the nature of the impact of the <br /> non-complying discharger or sludge use or disposal." <br /> If you have any questions regarding this letter or the enclosed Inspection Report,please call me at <br /> (916) 255-3022.22555-3002-2. <br /> ROBERT S.
