The Report makes assumption that low flows at Vemalis translate to low flows at <br /> Stockton. The operation of barriers or pumping exports does not seem to be <br /> considered, whichsignificantly alter flow patterns at Stockton. <br /> 7. There does not appear to be any calibration or testing of the model. Actual data <br /> should be used to determine if the underlying concept actually works. Based on <br /> actual data shown in Table 8-1 of the tentative permit, it does not appear that the <br /> proposed method produces consistent results. <br /> There is a lot of uncertainty inherent in the mathematical model that has not been defined <br /> or quantified and the governing equation used in the model does not even represent tidal <br /> dilution. The Report does not provide justification to make any changes to the Regional <br /> Board's estimation of allowable dilution, which is based on actual flow data. <br />
