LFR 4n 0 ARCADIS mparY <br /> �O <br /> May 15, 2009 003-09366-01 <br /> Mr. Roberto Cervantes <br /> Central Valley Regional Water Quality Control Board <br /> 11020 Sun Center Drive #200 <br /> Rancho Cordova, California 95670 <br /> Subject: Work Plan to Conduct a Soil-Vapor Extraction Pilot Test at the C&S One Hour <br /> Martinizing Facility, Robinhood Plaza Shopping Center, Stockton, California <br /> Dear Mr. Cervantes: <br /> On behalf of the Robinhood Plaza Shopping Center LLC ("Robinhood Plaza"), this Work Plan <br /> presents the objectives, methods, and procedures for conducting a field pilot test of soil-vapor <br /> extraction (SVE) to address volatile organic compounds (VOCs) that have been detected beneath <br /> the C&S One Hour Martinizing facility located in the Robinhood Plaza Shopping Center at 5756 <br /> Pacific Avenue, Stockton, San Joaquin County, California ("the Site"; Figures 1 and 2). The Work <br /> Plan also presents the site background, including a summary of results from previous phases of <br /> investigation at the Site. <br /> Site Description <br /> The Site is located on the northeastern corner of the intersection of Pacific Avenue and Robinhood <br /> Drive in the City of Stockton, California. The site elevation is approximately 15 feet above mean <br /> sea level, with relatively level topography at the Site and in the immediate site vicinity, with a <br /> slight slope downward to the west-southwest (United States Geological Survey 7.5-Minute Series <br /> Topographic Map of the Lodi South, California Quadrangle, dated 1976). <br /> Land Use History <br /> The first site development was construction of a gasoline service station on the northeastern corner <br /> of Pacific Avenue and Robinhood Drive in the late 1960s to early 1970s. The building that houses <br /> the dry-cleaning facility was later constructed in the early to mid-1980s. A dry-cleaning facility has <br /> been present at the location shown on Figure 2 since construction of that building in the early to <br /> mid-1980s. <br /> The Site is currently occupied by the Robinhood Plaza Shopping Center.
