W GIR. <br /> • Southwest, Inc. <br /> August 1996, and 93 cubic yards of impacted soil were excavated, stockpiled, mixed several <br /> times to enhance bioremediation and returned to the excavation. A subsequent subsurface <br /> investigation indicated significant contamination was still present in the pea gravel at the <br /> bottom of the former excavation and in the surrounding soil and groundwater. Three <br /> monitoring wells were installed and monitored for a period of one year. Diesel was identified <br /> as the major contaminant, although gasoline-range hydrocarbons and methyl-tertiary-butyl <br /> ether (MTBE) were also detected in soil and groundwater. Levels of diesel in groundwater <br /> remained essentially the same or decreased slightly during the year of monitoring, and the <br /> UST case was closed by the CVRWQCB and SJCEHD in 2004. Records confirming that the <br /> monitoring wells were abandoned were not located during the Phase I; however, the wells <br /> were not observed in the field, and records show that the governing agencies approved well <br /> abandonment and provided guidelines to the consultant to do so. <br /> According to a letter prepared on behalf of Learner by Miller Brooks Environmental, Inc. <br /> (Miller Brooks) for the DTSC, there was a release of polychlorinated biphenyls (PCBs) on the <br /> Learner site on August 15, 2007. The release reportedly occurred in the area of the old auto <br /> shredder when a switch gear that was filled with oil was damaged during demolition. Site <br /> • personnel estimated 60 to 120 gallons of oil containing PCBs spilled onto the ground and <br /> flowed northward into a concrete sump located beneath the shredder. The SJCEHD was <br /> notified of the release by Learner. <br /> On September 17, 2007 the SJCEHD issued a Notice to Abate Immediately to Learner and <br /> referred oversight of the investigation and cleanup to the DTSC and the CVRWQCB. The <br /> investigation and cleanup are being conducted by Miller Brooks. During this Phase II ESA, it <br /> was noted that the shredder and adjacent mill had been dismantled and removed from the site. <br /> An excavation marked with grid lines was observed in and to the east of the area formerly <br /> occupied by the shredder. Work on the excavation was not observed during the Phase II <br /> fieldwork, but WGR was informed by representatives of Learner and Miller Brooks that the <br /> excavation was being directed by Miller Brooks to remediate the August 2007 PCB spill. At <br /> the time of the Phase II fieldwork the excavation did not extend into groundwater. A number <br /> of 20-yard hazardous waste containers were observed in the eastern part of the Learner site, <br /> and WGR was informed by a Miller Brooks representative that the containers were filled with <br /> soil removed from the remedial excavation. On May 16, 2008, during the last day of drilling, <br /> WGR observed one of the containers being loaded and removed from the site. <br /> • <br /> 704. PRI.05 6 July 21, 2008 <br />
