\WIGIR <br /> • Souithwest, 1[1m(c. <br /> 5.4.7 Radioactivity <br /> Two instances were recorded in the Phase I EDR Radius Map Report of the presence of <br /> radioactive materials on site. The documented presence of radioactive materials on the site <br /> constituted an REC. Subsequent discussion with Leamer personnel indicated the radioactive <br /> materials had remained in vehicles and were not offloaded on site and that all incoming loads are <br /> monitored for radioactivity as they enter the facility. Due to the isolated nature and reported <br /> circumstances of the incidents involving radioactivity,this REC was not included in the scope of <br /> the current Phase II ESA. <br /> 5.4.8 Improper Storage <br /> Improper storage practices were observed in the container storage area. The concrete floor <br /> surface was heavily stained with dark oily substances. The grate on the sump in the containment <br /> area was clogged with a black viscous substance, and the sump itself appeared to be full. <br /> Staining was noted on the ground surface around the containment structure as well. <br /> The containment area was filled beyond capacity with large rectangular containers, 55-gallon <br /> drums and various smaller containers. At least two drums were lying on their sides on top of <br /> • others. Many of the drums and other containers were heavily stained, and several did not have <br /> lids or had lids with holes in them. One drum, reportedly for trash, was located outside of the <br /> containment wall. There was significant evidence of spillage in the area. Waste streams <br /> formerly identified by the DTSC that are typically stored in this area are waste oil and grease <br /> from equipment maintenance, activated charcoal contaminated with oil and hydrocarbons, and <br /> soil contaminated with waste oil. The stains, spills and improper storage practices constitute an <br /> REC. Boring B-8 was located near the containment area. <br /> 5.4.9 Documented Improper Handling of Hazardous Materials and Petroleum <br /> Hydrocarbons <br /> The files from the SJCEHD and DTSC document numerous instances of waste mishandling at <br /> the Learner facility. Agency documented violations include unlabeled waste oil drums and other <br /> containers, open waste oil containers, soil contaminated with waste oil, improperly contained <br /> waste oil and failure to properly mark and store spent and damaged lead-acid storage batteries. <br /> The history of container handling violations constitutes an REC. The observations made at the <br /> time of the Phase I and Phase II ESAs indicate poor housekeeping in several areas of the site, <br /> particularly in the container storage area and vehicle maintenance areas, and ongoing instances <br /> of improper handing of petroleum hydrocarbons and possibly hazardous materials. <br /> • <br /> 704.
