So ui thwe s t, Inc. <br /> 7.2 Health and Safety Plan <br /> A site specific Health and Safety Plan detailing known or potential hazards and emergency <br /> response procedures was prepared for the investigation. It was present on site during all field <br /> activities. A safety meeting was conducted prior to the start of each day's field activities, and <br /> all field personnel reviewed and signed the Health and Safety Plan. <br /> 7.3 Drill Site Clearance and Siting of Borings <br /> Prior to the initiation of drilling operations, a site visit was conducted by WGR on February <br /> 15, 2008 in order to mark the boring locations. Due to winter rains many of the boring <br /> locations were surrounded by or covered with ponded water and were inaccessible. After <br /> conferring with the client and client's representatives, the decision was made to postpone <br /> drilling until the site had dried out and the originally planned boring locations were accessible. <br /> On May 1, 2008 another visit was made to the site by WGR, and the proposed boring <br /> locations and areas of exploratory excavation were marked with paint and flagged. The <br /> proposed borings were labeled B-1 through B-18, and their locations are shown on Figure 2. <br /> Underground Service Alert (USA) was contacted to identify any potential subsurface <br /> • obstructions and/or conflicts in or adjacent to the marked locations. To further ensure that no <br /> underground utilities or obstructions were present in the proposed drilling locations, <br /> approximately the initial two to four feet of drilling in each location was advanced utilizing a <br /> hand auger. <br /> The borings were positioned in areas identified as RECs in the Phase I and considered to have <br /> a relatively high potential for soil contamination. B-1, B-2, B-5, B-11, B-12 and B-18 (see <br /> Figure 2) were located in areas mapped as former depressions on the referenced Storm Water <br /> Pollution Prevention Plans (SWPPPs) where storm water was concentrated in the past. B-1 <br /> and B-2 were located adjacent to the site boundary with ST Services Terminal. B-3 through <br /> B-6 and B-13 through B-18 were located where processing and/or stockpiling of metals had <br /> reportedly occurred in the past (Hugo Neu & Sons, 1992 and The Learner Company, 1997) or <br /> was observed during the Phase I. B-3 and B-4 were also located near former or current motor <br /> block stockpiles. B-7 was located adjacent to the remedial excavation for the August 2007 <br /> PCB release near the former shredder. B-8 was positioned as near as possible to the sump in <br /> the hazardous materials container storage area, and B-9 was located adjacent to the ASTs and <br /> former USTs. B-10 was located just outside the equipment wash pad along the north side of <br /> the maintenance shop. B-12 was positioned where the recycled water tank truck was noted to <br /> • be leaking during the Phase I, and also near the PG&E substation. B-16 was located along the <br /> 704.
