KennedyJenks Consultants <br /> Section 1 : Introduction <br /> 1.1 Introduction and Objective <br /> This Monitoring Well Installation Work Plan (Work Plan) has been prepared by Kennedy/Jenks <br /> Consultants (Kennedy/Jenks) on behalf of Delicato Family Vineyards (Delicato)for the Delicato <br /> Vineyards in Manteca, California (the Site). This Work Plan is submitted to the California <br /> Regional Water Quality Control Board (CRWQCB) in response to a meeting with the CRWQCB <br /> on 6 March 2008. In that meeting, Kennedy/Jenks on behalf of Delicato proposed additional <br /> process water management strategies including expansion of the land application area to <br /> supplement the existing 20 acres of checks with approximately 111 acres of Delicato-owned <br /> vineyards. <br /> The proposed additional land application areas are located upgradient of the existing land <br /> application areas and associated groundwater monitoring wells. Therefore, a new upgradient <br /> monitoring well will be installed to characterize background concentrations in groundwater <br /> beneath the proposed additional land application areas. The location, sampling, and data <br /> analysis to assess background concentrations will be in accordance with Title 27 of the <br /> California Code of Regulations, section 20415. <br /> 1.2 Background and Regulatory History <br /> A Notice of Violation (NOV) was issued to the winery on 15 September 2003 and requested the <br /> submittal of a Groundwater Degradation Evaluation Report (Groundwater Report). The <br /> Groundwater Report (Kleinfelder, 2003) was submitted to the CRWQCB on 29 December 2003 <br /> and indicated groundwater degradation had occurred beneath the winery and was due to <br /> process water land application. Subsequently, the CRWQCB issued Cleanup and Abatement <br /> Order (CAO) No. R5-2004-0705. The CAO required investigation of the facility's process water <br /> quality and management practices, followed by a Report of Waste Discharge (ROWD). The <br /> ROWD was submitted in April 2006 (Kleinfelder 2006). <br /> Subsequent to submittal of the ROWD, Kennedy/Jenks was retained by Delicato to provide <br /> recommendations on additional process water management strategies. Expansion of the land <br /> application area and additional process water characterization was identified for the Facility. <br /> Representatives from Kennedy/Jenks and Delicato met with the CRWQCB on 6 March 2008 to <br /> discuss the proposed modifications.
