The Workplan proposes abandonment of
12 groundwater monitoring wells located onsite and offsite across Pacific Avenue by first removing the
well boxes, then advancing three exploratory borings around the well to 5' depth for utilities/piping
clearance, pressure grouting the wells with neat cement-bentonite grout to top of casing and creating a
mushroom cap over the well casing, then over-drill the casing down 3', using Bentonite chips from
5' depth to near grade, and finishing to surface with a matching surface material (asphalt, concrete,
etc.). Arcadis will acquire the well abandonment permits from the San Joaquin County (SJC)
Environmental Health Department (EHD), and conduct the fieldwork during the first quarter of 2010.
The SJC well regulations require that, if well samples were contaminated when last sampled, the wells
be abandoned by over-drilling to total depth and tremie grouting with neat cement; and if well samples
were non-detect for contamination, when last sampled, the wells be pressure grouted with neat cement
and the mushroom cap be installed at a depth that minimizes damage from future construction. Note
that the SJCEHD must agree that the Chevron Environmental Management Company (Chevron)
methodology meets SJC well regulations. The Workplan is tentatively approved pending SJCEHD
permitting for the approved method(s) of well abandonment. Contact Mike Infurna, SJCEHD at
(209) 468-3454 for guidance concerning SJC well regulations. Once the SJCEHD concurs to the
method(s) of well abandonment by issuing the well permits (good for one year), Chevron shall provide to
this office by 30 June 2009, either a detailed schedule for the fieldwork and the subsequent report,
indicating completion during the third quarter of 2009; or provide a written rationale why the work must
wait over 6 months. When we have verified through your letter report that the Chevron wells have been
properly abandoned, we will continue the USTs closure process.
If you have any questions, you may contact me at (916) 464-4615 or by e-mail at the following address:
jbarton@waterboards.ca.gov.
/s/original signed by
JAMES L.L.
