i
Mike Infurna [EH]
From: Duncan Austin [daustin@waterboards.ca.gov]
Sent: Thursday, June 25, 2009 4:43 PM
To: Mike Infurna[EH]; Jim Barton
Cc: Katharine Wagner; Mark Adams
Subject: Re: Chevron well destruction - Lincoln Center
Jim and Mike:
Please see the note below. I do not concur with Chevron's destruction of these three
wells at the Lincoln Center Site. The Trust is clearly willing to assume ownership and
needs these wells to monitor the progress of the cleanup. Please let me know if there is
anything I need to do to assure that transfer to the Trust is accomplished. Thanks.
Duncan
Duncan Austin, P..E. -
Chief, Private Sites Cleanup Unit
Central Valley Regional Water
Quality Control Board
>>> Mark Adams <madams@pointenvironmental.com> 6/25/2009 4:06 PM >>>
Duncan:
Chevron has filed a well destruction work plan which calls for the over-drilling of all
wells (except the Trust's extraction wells) on the Chevron station located on the Lincoln
Center property. Included in the destruction work plan are 3 wells that are part of the
Trust' s monitoring program MW-2, -3 and -5. I've had a conversation with Chevron regarding
this and the RWQCB closure letter for Chevron. states that Chevron should work with the
Trust to facilitate the transfer of these wells to the Trust for continued monitoring.
Chevron hasn't responded to my latest telephone message re: transfer ing the wells to
either the Trust or more likely the property owner-Lincoln Properties Ltd.
If Chevron destroys these wells, the Trust will be unable to be in compliance with its
monitoring obligations. Seems to me that it would be a waste of limited Trust assets to
be put in a position to replace existing wells with new ones. I request that of possible
the RWQCB intervene and provide some guidance to both the Trust and Chevron
Regards, Mark
Mark A.
