PINE STREET, LODI, SAN JOAQUIN COUNTY <br /> Central Valley Regional Water Quality Control Board (Regional Water Board) staff reviewed the <br /> Preliminary Site Assessment Work Plan (Work Plan), dated 24 September 2008, prepared on <br /> behalf of Russell Kishida by Advanced GeoEnvironmental, Inc. (AGE). <br /> The Work Plan describes the scope of work, procedures, and schedule proposed to assess the <br /> releases of waste solvents, fuels, and other organic chemicals on your property. AGE proposes <br /> to advance five direct-push soil borings to collect soil and groundwater samples from the visibly <br /> stained areas and known locations of former waste container staging areas. One boring will be <br /> advanced to first encountered groundwater, at approximately 50 to 60 feet below ground surface <br /> (bgs). The remaining borings will be advanced to a depth of 10 feet bgs for soil sampling only. <br /> Soil and groundwater samples will be analyzed for total petroleum hydrocarbons as gasoline, <br /> diesel, and oil (TPH-g, TPH-d, and TPH-o) by EPA Method 8015M, and for volatile organic <br /> compounds by EPA Method 8260B. <br /> We appreciate the proposal to develop a detailed vertical profile of soil concentrations and <br /> lithologies and to collect information on the groundwater beneath the property. I have reviewed <br /> the Work Plan, and concur with the proposed scope conditional upon the following <br /> modifications. <br /> 1. Please explain how the assessment activities will differentiate potential releases of <br /> pollutants to groundwater that originate from the releases at the property from those that <br /> come onto the property from adjacent upgradient sources. Given the proximity of other <br /> industrial and commercial properties, we recommend that the assessment include a <br /> groundwater sampling point upgradient of the releases on the Kishida property. <br /> 2. Please explain the rationale for the location of boring P-5 at the southeast corner of the <br /> office building, as shown on Figure 2 of the Work Plan. <br /> 3. Soil samples should be analyzed for leachability by the Waste Extraction Test using <br /> deionized water (DI-WET). <br /> 4.
