PINE ST., LODI, SAN JOAQUIN COUNTY <br /> Rationale: No petroleum hydrocarbons, volatile organic compounds, or metals resulting from <br /> reported hazardous waste storage and spills were encountered during soil and groundwater <br /> sampling conducted at the site in November 2008. Total petroleum hydrocarbons as diesel, <br /> gasoline, and oil, as well as volatile organic.compounds analyzed by EPA Method 8260B, <br /> chromium, mercury, and lead were analyzed in soil and groundwater samples. <br /> Setting: The Kishida-property is situated in an industrial area in downtown Lodi on East Pine <br /> Street near State Highway 99. The structures on the site include a building on the northern <br /> portion, and a large canopy on the southwestern portion of the property (Attachment 1). The <br /> property has been used as a vehicle and equipment storage and maintenance yard. The <br /> Central Valley Water Board began oversight of the property in June 2008. Complaint was <br /> received from San Joaquin County Environmental Management Department stating that the <br /> business at this address illegally disposed of used oil, waste solvents, waste paint, waste <br /> diesel, and waste hydraulic fluid onto the ground. <br /> Currently the party is used as a commercial vehicle and industrial equipment storage yard. <br /> Groundwater is present about 70 feet below ground surface in fine sands. Groundwater flows <br /> very slightly southward on a gentle gradient, based on data from nearby monitoring wells due <br /> north of the site. <br /> Source: A site inspection conducted 18 January 2008 by San Joaquin County Environmental <br /> Management Department documented.the presence of drums and containers of oil, solvents, <br /> paints, diesel, hydraulic fluid pumps, and other hazardous wastes illegally stored on site. <br /> Areas of stained soil were also present, indicating past releases of these chemicals to the <br /> ground surface. <br /> Actions: A preliminary site investigation was performed in November 2008.
