Please read this Order carefully. <br /> According to San Joaquin County Environmental Health Department (SJCEHD) records, a fuel <br /> dispenser release was discovered during an SJCEHD inspection in March 1992 at 1022 East <br /> Frontage Road in Ripon (the Site). Three underground storage tanks (USTs) (a 7,500-gallon <br /> gasoline, a 10,000-gallon gasoline, and a 12,000-gallon diesel) and associated piping were <br /> removed from the Site prior to 16 September 1998. Additionally, a 1,000-gallon waste oil UST <br /> and associated piping were removed from the Site on 26 May 2004. Analyses of soil samples <br /> taken from the excavation after the 1998 UST removals found maximum concentrations of <br /> total petroleum hydrocarbons as gasoline (TPHg) at 5,100 milligrams per kilogram (mg/kg); <br /> TPH as diesel (TPHd) at 13,000 mg/kg; and benzene at 0.12 mg/kg. Analyses of confirmation <br /> of soil samples taken after the 2004 UST and piping removal found maximum concentrations <br /> of TPHd at 17,600 mg/kg; and naphthalene at 2.74 mg/kg. Olympian Oil Company (AKA <br /> Olympian and Olympian JV) was both owner and operator of the site and the USTs when the <br /> two releases were discovered. <br /> In May 1999, soil and groundwater investigations found additional petroleum hydrocarbon <br /> constituents tertiary butyl alcohol (TBA) and methyl tert-butyl ether (MtBE). Maximum soil <br /> concentrations were TBA, 15,000 mg/kg; and MTBE, 12,000 mg/kg. Maximum grab <br /> groundwater contamination concentrations were TBA, 270 micrograms per Liter (ug/L); and <br /> MtBE, 2,900 ug/L. <br /> Monitoring wells (MW-1 through MW-10) were installed between 1998 and 2005, and quarterly <br /> monitoring has continued to date. Maximum groundwater monitoring concentrations in <br /> November 2008 were TPHg, 330 ug/L; TPHd, 54,000 ug/L; TPH as motor oil, 22,000 ug/L; <br /> and MtBE, 230 ug/L. <br /> The SJCEHD has overseen the activities at the subject site since January 1992. Additional <br /> investigations and several pilot studies have been completed since 1999. However, remedial <br /> action has not been implemented. In December 2008 the SJCEHD conducted a technical <br /> review of existing soil and groundwater data which they used to support a determination that <br /> California Environmental Protection Agency <br /> �w C!
