The Plan presents the preferred
remedial alternative for five soil sites at DDJC-Sharpe where the soil cleanup goals for
both lead and chromium meet the new industrial soil cleanup standards, but do not
allow for unrestricted residential land use. The Plan presents the preferred remedial
alternative of Land Use Controls (LUCs) for the five soil sites. DTSC has reviewed the
report and has the following comments:
General Comment:
DTSC thanks Defense Logistics Agency Enterprise Support San Joaquin
California (DESJC) for the opportunity to review and comment on the Proposed
Plan. The Plan is well written, organized, and presents detailed figures of the
geographic location of DDJC-Sharpe and the soil sites. DTSC's comments are
based on United States Environmental Protection Agency Proposed Plan
guidance for reference.
Comments:
1. Page 1, Introduction to the Proposed Plan; The introduction section of the
Proposed Plan identified Defense Logistics Agency as the lead party for the
remedial action, but fails to identify the regulatory stakeholders in DTSC, USEPA,
and Regional Water Quality Control Board as the support agencies also
® Printed on Recycled Paper
