Residential use of the property adds a complication <br /> to groundwater cleanup as evidenced by recent concerns at the Valley laven <br /> project immediately south of the proposed Country Squire project. Thep sent <br /> Valley Haven owners wish to seal monitoring wells on the property, or possibly <br /> restrict access to the wells, against Sharpe's and the agencies' wishes. <br /> At the 30 November ,meeting, both phasing of construction or an access agre ment <br /> between Sharpe and the developer, Mr. Verner, were discussed. Sharpe ani Mr. <br /> Verner decided to negotiate an agreement between themselves that would th n be <br /> subject to approval by EPA, DHS, and the Board. Such an agreement, or C unty <br /> requirements, must also insure that all future property owners are bound b the <br /> terms of the agreement. This is important, since many developments are sold to <br /> other developers even before construction, as was the case with the Valley Haven <br /> project. If the County approves the proposed General Plan amendment, an <br /> acceptable agreement must be reached, before the Board could withdraw its present <br /> objections. <br /> We appreciate your time and cooperation in this matter, and look forward to <br /> working with your office in the future.
