2 <br /> SHAD recognizes the extreme difficulties your department would face in <br /> recommending complete cancellation of the development plans. A viable <br /> alternative may be to recommend changes to the development plans. Enclosur <br /> 2 presents a possible new layout for the development. A new location for tie <br /> park, coupled with the inclusion of a "border zone", could allow SHAD to <br /> maintain some of its current and proposed monitoring wells. Extraction wells <br /> and transfer lines could also be placed in this area. The border zone/park <br /> area will not allow SHAD to monitor or remediate all of the contamination. <br /> However, a major part of the contamination could be controlled. Another <br /> possible solution would be to phase the development in by starting in the <br /> western area and working east. Shad will attempt to make this option more <br /> viable by accelerating the feasibility study for treatment of groundwater i <br /> the area. In this way, an extraction system could be in place before <br /> construction in the critical area begins. Other options may exist. Howeve , <br /> it is unlikely that any solution exists that will allow SHAD access to the <br /> area and will allow the developer to construct all the houses he has planne . <br /> Regardless of how the Country Squire property is developed, SHAD will <br /> meet its responsibility to assess the environmental impact of contamination <br /> in the area. At issue is how difficult that assessment will be and if any <br /> ® required remediation will be feasible. SHAD requests that your department <br /> recognize the inevitable consequences of the Country Squire development and <br /> attempt to minimize the adverse effects by recommending changes in the <br /> development plans. <br /> Representatives of SHAD are available to discuss this issue.
