The proposed development <br /> is within 2 , 000 feet of the Sharpe Army Depot (SHAD) hazardous <br /> waste site which is listed in the California Expenditure Plan for <br /> the Hazardous Substance Cleanup Bond Act of 1984 . <br /> In our letter to you dated March 18, 1988 , we identified several <br /> areas that needed further investigation in order for us to make a <br /> determination. It was later agreed that you would conduct a <br /> field investigation and a health risk assessment that would <br /> assess the following potential exposure pathways and provide the <br /> Departmc.it of Health Services (Department) with the necessary <br /> information: <br /> 1. Inhalation of volatile organic compounds (VOCs) for Valley <br /> Haven <br /> 2. Inhalation of VOCs from SHAD <br /> 3 . Inhalation of VOCs from SHAD air stripper <br /> 4. Inhalation of airborne arsenic from SHAD <br /> 5. Inhalation of airborne arsenic from Valley Haven <br /> 6. Dermal contact of Valley Haven soil containing arsenic and <br /> pesticides <br /> 7. Ingestion of ground water from Valley Haven. <br /> We have reviewed the "Hee.lth Risk Assessment, Valley Haven <br /> Property, East Lathrop Road, Lathrop, California, Kleinfelder, <br /> December 16, 198811 (Risk Assessment) . The format and methodology <br /> of this document follow Department of Health Services and <br /> Environmental Protection Agency recommended guidelines for health <br /> risk assessment, and the report is generally complete and well <br /> written. <br /> The results of the field investigation indicated that pesticides <br /> were not detected in any soil samples, and were not considered a <br /> potential exposure pathway in the Risk Assessment. <br /> Arsenic was determined to be present in Valley Haven soil at <br /> concentrations which occur naturally and are also consistent with <br /> four background samples collected about five miles north of the <br /> site. Therefore, inhalation of arsenic contaminated soil and <br />
