• INFORMATION SHEET • <br /> DEFENSE DISTRIBUTION REGION WEST - SHARPE <br /> WASTEWATER TREATMENT PLANT AND <br /> . STORM WATER DISCHARGES <br /> SAN JOAQUIN COUNTY <br /> Defense Distribution Region West - Sharpe (DDRW-Sharpe) is in the NE 1/4 of <br /> Section 24, TIS, R6E, MDB&M. It is presently used for storage and as a staging <br /> area. DDRW-Sharpe discharges storm water, effluent from an on-site wastewater <br /> treatment plant, and effluent from two ground water treatment plants to the South <br /> San Joaquin Irrigation District Canal . The canal discharges to French Camp <br /> Slough and then to the San Joaquin River and Sacramento-San Joaquin Delta. The <br /> average wastewater discharge is approximately 0.040 mgd. The Report of Waste <br /> Discharge estimates the annual storm water discharge to be 114 million gallons. <br /> The wastewater treatment plant discharge is regulated by Order No. 78-214, which <br /> expired on 1 November 1983. Discharges from the ground water treatment plants <br /> are regulated by NPDES No. CA0081931 (Order No. 87-026) . <br /> Sludge from the wastewater treatment plant is anaerobically digested, dried in <br /> drying beds and then disposed of at the landfill . This generally occurs during <br /> the summer months. <br /> DDRW-Sharpe is required to conduct an effluent toxicity monitoring program to <br /> estimate if the discharge produces in-stream chronic toxicity and to investigate <br /> and correct any toxicity problems which occur. DDRW-Sharpe is also required to <br /> develop and implement a Storm Water Pollution Prevention Plan within 6 months <br /> after adoption of the proposed requirements. In addition, an Effluent and <br /> • Receiving Water Quality Assessment (ERWQA) workplan must be submitted by <br /> 31 December 1992 and the ERWQA completed by 28 February 1994. <br /> JEM:jm <br />
