WASTE DISCHARGE REQUIREMENTS -7- <br /> DEFENSE DISTRIBUTION REGION WEST - SHARPE <br /> . WASTEWATER TREATMENT PLANT AND <br /> STORM WATER DISCHARGES <br /> SAN JOAQUIN COUNTY <br /> 13. Violation of any applicable water quality standard for receiving waters <br /> adopted by the Board or the State Water Resources Control Board <br /> pursuant to the CWA and regulations adopted thereunder. <br /> E. Provisions: <br /> 1. The Discharger shall not allow pollutant-free wastewater to be <br /> discharged into the collection, treatment, and disposal system in <br /> amounts that significantly diminish the system's capability to comply <br /> with this Order. Pollutant-free wastewater means rainfall , ground <br /> water, cooling waters, and condensates that are essentially free of <br /> pollutants. <br /> 2. The Discharger shall develop and implement a Storm Water Pollution <br /> Prevention Plan within 6 months after adoption of this Order. <br /> 3. Storm water discharges shall not cause or threaten to cause pollution, <br /> contamination, or nuisance. <br /> • 4. The Discharger shall use the best practicable cost-effective control <br /> technique currently available to limit mineralization to no more than <br /> a reasonable increment. <br /> 5. The Discharger shall comply with all the items of the "Standard <br /> Provisions and Reporting Requirements for Waste Discharge Requirements <br /> (NPDES)", dated 1 March 1991, which are part of this Order. This <br /> attachment and its individual paragraphs are referred to as "Standard <br /> Provision(s)" . <br /> 6. The Discharger shall comply with Monitoring and Reporting Program No. <br /> 92-184, which is a part of this Order, and any revisions thereto as <br /> ordered by the Executive Officer. <br /> 7. The Discharger shall complete an Effluent and Receiving Water Quality <br /> Assessment (ERWQA) by 28 February 1994. The objectives of the study <br /> are to: (1) determine whether the discharge has constituents that <br /> cause, have reasonable potential to cause, or contribute to an <br /> excursion above any State water quality standard, including the <br /> "California Inland Surface Water Plan" adopted 11 April 1991 and State <br /> narrative criteria for water quality; and (2) to determine the most <br /> appropriate measures and/or actions to be taken to achieve compliance <br /> with potential effluent limitations. The Discharger shall submit a <br /> workplan for the ERWQA by 31 December 1992. <br /> • 8. This Order expires on 1 September 1997 and the Discharger must file a <br /> Report of Waste Discharge in accordance with Title 23, CCR, not later <br />
