Additional effluent limitations may be required based upon analysis results obtained <br /> after commencement of Full Scale Operation, to satisfy State Board Resolution 68-16 <br /> (Anti-Degradation Policy). <br /> C. Discharge Specifications <br /> Prior to beginning full scale operation of the SHARPE's ground water treatment system <br /> (GWTS), consisting of ground water extraction from the water bearing zones of the aquifer <br /> in the North and South Balloon and Central Areas, and treatment with air stripping <br /> column(s) and injection into the same water bearing zones from where the water was <br /> extracted, the Discharger shall perform and report on the following: <br /> 1. SYSTEM CHECK (SC) <br /> Prior to operating the ground water treatment system with contaminated ground water, a <br /> system check shall be conducted to confirm the proper construction and operation of the <br /> treatment system. The following minimum requirements apply to this system check <br /> phase: <br /> (a) A conformance inspection shall be conducted to confirm that all equipment, piping, <br /> instrumentation, and control system of the ground water treatment system have been <br /> installed according to the approved design. Any deficiencies shall be corrected. <br /> (b) To confirm piping integrity,piping of the collection system, treatment system, and <br /> injection well shall be pressure tested at 150 percent of the design pressure with <br /> potable water. Any leaks shall be repaired. <br /> (c) All instrumentation, control systems, and equipment shall be inspected for <br /> malfunctions. Instrumentation shall be calibrated and operational. All automatic <br /> controls, such as shutdown or alarm switches, shall be certified operational. <br /> Mechanical equipment such as the wet well pump(s), air blower(s), and valving will <br /> be cycled or operated. Any functional deficiencies shall be corrected. <br /> 2. POTABLE WATER START-UP PHASE (PWSP) <br /> Prior to operating the ground water treatment system potable water shall be injected into <br /> each injection well to establish injection well capacity. The following minimum <br /> requirements apply to this potable water start-up phase. <br /> (a) A step test of injection capacity shall be conducted at a minimum of 3 different <br /> injection rates; one above, one below and one at design capacity for each injection <br /> well. The test shall last a minimum of one hour at each of these flow rates, or until <br /> the water level at the injection well stabilizes. <br /> (b) The injection capacity of each injection well shall be determined. The observation <br /> wells shall be monitored per the PWSP monitoring plan in the attached Monitoring <br /> and Reporting Program. <br />
