In a corrective <br /> action program, water quality protec- <br /> tion standards (cleanup levels) great- <br /> er than background may only be approv- • <br /> ed if background is not economically <br /> or technologically achievable. Cleanup <br /> levels above background must meet all <br /> applicable water quality standards, <br /> must be the lowest levels technolog- <br /> ically and economically achievable, <br /> must consider exposure via other media <br /> and must consider combined toxicologic <br /> effects of pollutants. Corrective <br /> Action Programs are required to achie- <br /> ve compliance with the water quality <br /> protection standard throughout the <br /> zone affected by the release. Correc- <br /> tive action programs must include <br /> source removal measures needed to at- <br /> tain water quality protection stan- • <br /> dards, thereby dictating necessary <br /> soil cleanup levels. <br /> CCR, Title 23, Division 3, Corrective action for leaking under- ARAR; relevant and appropriate <br /> Chapter 16 ground storage tanks.
