• MEMORANDUM •
CALIFORNIA REGIONAL WATER QUALITY CONTROL BOARD - CENTRAL VALLEY REGION
3443 Routier Road, Suite A
Sacramento, CA 95827-3098 Phone: (916) 361-5600
ATSS Phone: 8-495-5600
TO: Camilla Williams FROM: Cori Condon
Engineering Geologist Engineering Geologist
DATE: 17 April 1992 SIGNATURE: dz.__
SUBJECT: REVIEW OF REMEDIAL INVESTIGATION/FEASIBILITY STUDY AT SHARPE SITE PROBLEM
ASSESSMENT REPORT (PAR) FOR UNDERGROUND STORAGE TANKS
I have reviewed the PAR for the Underground Storage Tank Investigation submitted on
18 February 1992 by the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA) and
prepared by Environmental Science and Engineering (ESE) for the DDRW, Sharpe Site
(Sharpe) . This section of the RI/FS was reviewed independently of the Soils Feasibility
Study Report, Soils Risk Assessment Report and the Vapor Extraction Pilot Study Report,
all submitted as accompanying documents. As a preliminary investigation of selected
underground tank sites at this facility the report is adequate. However, as a Draft FS
for UST's at the Sharpe site, many of which are new source areas, the Report is
inadequate. Substantial RI work needs to be done to define the extent of soil and
ground water contamination as is described in more detail below.
Of the 60 underground storage tanks documented to exist at Sharpe, preliminary
investigation has been provided on eleven tanks, in this report, and twenty seven tanks
in a prior investigation. Seventeen tanks are in active use, and no investigation has
been conducted on fifteen tanks. Nomenclature of the individual tanks within this
report is cumbersome as the text refers to the tanks by area and tank number and tables
refer to the tanks by RI Map Index # and associated buildings. The map figures however,
were helpful in deciphering this situation. Tanks which formerly contained substances
other than petroleum hydrocarbons (i .e. pesticides and solvents) should not have been
included in this portion of the site investigation.
Summary:
TANK AREA A NO FURTHER ACTION
(USTs 2 and 75)
TANK AREA D FURTHER DEFINITION, REMEDIATION
(UST 27)
TANK AREA E ADDITIONAL MW, QUARTERLY MONITORING
(USTs 15, 18, and 18A) REMOVAL OF CONCRETE PAD
TANK AREA F QUARTERLY MONITORING, SOIL REMEDIATION
(UST 5)
TANK AREA H QUARTERLY MONITORING, SOIL REMEDIATION
(UST 34)
TANK AREA M FURTHER DEFINITION, REMEDIATION
(UST 49 AND 55)
