The Department, the U.S. <br /> Environmental Protection Agency, California Regional Water <br /> Quality Control Board, and the Defense Logistics Agency intend to <br /> approve necessary actions to mitigate ground water contamination <br /> at the following location: <br /> Defense Logistics Agency <br /> Defense Distribution Region West, <br /> Sharpe Site Ground Water Remediation <br /> Lathrop, California 95331 <br /> A Proposed Plan has been prepared to provide the Agencies <br /> and the Public with an analysis of the ground water remediation <br /> alternatives and recommends a preferred remedial alternative. <br /> The Proposed Plan also describes the site location; summarizes <br /> the environmental characteristics of the site and the surrounding <br /> area; and summarizes the nature and extent of the ground water <br /> contamination. Remediation of the ground water by extraction and <br /> treatment by two (2) existing air strippers and one (1) new air <br /> stripper is recommended in the Proposed Plan. The existing air <br /> strippers do not have emissions control, whereas, the new air <br /> stripper would have emissions control by granular activated <br /> carbon filters. Treated ground water is recommended to be <br /> discharged to a combination of: (1) reuse - provision of treated <br /> ground water to a cogeneration facility; (2) reinjection - <br /> construction of shallow (less than 100 feet in depth) reinjection <br /> wells; (3) evaporation/infiltration - construction of a pond to <br /> be operated in tandem with the proposed reinjection wells; and <br /> (4) surface water discharge - discharge of treated ground water <br /> to the South San Joaquin Irrigation District Canal or to the San <br /> Joaquin River. <br /> U) <br />
