STATE OF CALIFORNIA-ENVIRONMENTAL PRO,At AGENCY • PETE WILSON,Gw
DEPARTMENT OF TOXIC SUBSTANCES CONTROL
10151 CROYDON WAY,SUITE 3
SACRAMENTO.CA 95827-2108
To Whom It May Concern:
NOTICE OF AVAILABILITY OF PROPOSED PLAN AND NOTICE OF INTENT TO
ADOPT A NEGATIVE DECLARATION
The California Department of Toxic Substances Control
(Department) is mandated under the Health and Safety Code to
mitigate hazardous waste contamination in order to protect public
health and the environment. The Department, the U.S.
Environmental Protection Agency, California Regional Water
Quality Control Board, and the Defense Logistics Agency intend to
approve necessary actions to mitigate ground water contamination
at the following location:
Defense Logistics Agency
Defense Distribution Region West,
Sharpe Site Ground Water Remediation
Lathrop, California 95331
A Proposed Plan has been prepared to provide the Agencies
and the Public with an analysis of the ground water remediation
alternatives and recommends a preferred remedial alternative.
The Proposed Plan also describes the site location; summarizes
the environmental characteristics of the site and the surrounding
area; and summarizes the nature and extent of the ground water
contamination. Remediation of the ground water by extraction and
treatment by two (2) existing air strippers and one (1) new air
stripper is recommended in the Proposed Plan. The existing air
strippers do not have emissions control, whereas, the new air
stripper would have emissions control by granular activated
carbon filters. Treated ground water is recommended to be
discharged to a combination of: (1) reuse - provision of treated
ground water to a cogeneration facility; (2) reinjection -
construction of shallow (less than 100 feet in depth) reinjection
wells; (3) evaporation/infiltration - construction of a pond to
be operated in tandem with the proposed reinjection wells; and
(4) surface water discharge - discharge of treated ground water
to the South San Joaquin Irrigation District Canal or to the San
Joaquin River.
U)
