The system consists of 45 extraction wells coupled with three GW <br /> treatment plants equipped with air stripping towers to remove volatile organic <br /> compounds from the extracted aquifer. The majority of the treated effluent is used by <br /> the EI Paso Energy cogeneration plant with the excess treated effluent being <br /> discharged to the South San Joaquin County Irrigation District canal, regulated by a <br /> National Pollutant Discharge Elimination System permit issued by the Regional Water <br /> Quality Control Board. <br /> Although DTSC agrees that the treatment system has captured the ground water <br /> contaminant plume, DTSC cannot certify the response action has been completed. <br /> Title 22 CCR section 67391.1 (c) states that DTSC cannot certify a response which <br /> depends on long-term operations and maintenance without land use restrictions, which <br /> ensure the control technologies and monitoring systems are properly maintained and <br /> operated, and that land use is restricted to prevent exposure. DTSC recommends that <br /> an Explanation of Significant Differences be developed in order to implement <br /> institutional controls for the ground water. <br /> 0 Printed on Recycled Paper <br />
