_ ! &ECEIVE D
SglSilrylryq,
\\".Ij •. DEPARTMENT OF THE ARMY MAY 2 0 1989 4°°
SF/ARPE ARMY DEPOT ENVIRONMENTAL HEAL4
`11Af v LATHROP, CALIFORNIA 95331 PERMIT/SERVICESp ,F
REPLY TONT Ofd
ATTENTION OF October 18, 1989
Environmental Program Office
Mr. Vance Fong
U.S. Environmental Protection Agency, Region IX
Toxics and Waste Management Division, T-4-3
215 Fremont Street
San Francisco, California 94105
Dear Mr. Fong:
Enclosed is a description of a planned pilot test to be conducted at
Sharpe Army Depot. The objective of this pilot test is to determine the
feasibility and associated costs for arsenic removal from groundwater. This
pilot test is not intended as a remedial action. After the specified test
period is over, the equipment will be removed.
The U.S. Army Toxic and Hazardous Materials Agency has recently awarded a
contract to Argonne National Laboratories to study naturally occurring
arsenic levels in the area and possible sources at Sharpe Army Depot. Based
on the results of the Argonne study and subsequent negotiations with the
involved agencies, a decision on whether treatment is necessary will be made.
Pilot testing of arsenic removal methods is being conducted so that a
treatment system can be designed if arsenic treatment becomes required. By
conducting this pilot test, the Army acknowledges no responsibility for
arsenic levels in groundwater at the site and makes no commitment to
establish any type of treatment system.
Please direct any questions or comments concerning this matter to the
undersigned, Sharpe Army Depot, at (209) 982-2097 , or Mr. Craig MacPhee, U.S.
Army Toxic and Hazardous Materials Agency, at (301) 671-3240/3460. Request
coffiments, recommendations, and approval by November 20, 1989.
Sincerely,
Abel W. Haines, P.E.
Environmental Program Manager
Enclosure
