1.0 INTRODUCTION <br /> This Spill Prevention, .Control and Countermeasure (SPCC) Plan has been <br /> prepared in accordance with the Code of Federal Regulations (CFR), 40 CFR, <br /> Part 112. These regulations require the preparation and implementation of an <br /> SPCC Plan for all non-transportation related facilities that manage oils, and have <br /> an underground storage capacity in excess of 42,000 gallons of oil, and/or an <br /> aboveground storage capacity greater than 1,320 gallons, and which have the <br /> potential for a release to enter navigable waters of the United States or their <br /> adjoining shoreline. This Plan has been prepared for the California Heath Care <br /> Facility-Stockton, at 7707 South Austin Road, Stockton, California. <br /> General information about the facility is provided in Section 2.0 of the Plan, and <br /> Section 3.0 provides information on facility operations. A discussion of the <br /> facility's tank filling and dispensing operations and the potential for the <br /> occurrence of oil spills from tank failure, overfill, and dispensing operations is <br /> included in Section 4.0. <br /> As required by 40 CFR 112.5, this Plan will be reviewed and amended as <br /> necessary whenever there is a change in facility design, construction, operation, or <br /> maintenance which materially affects the facility's potential for the discharge of <br /> oil into or upon the navigable waters of the United States, or if the provisions <br /> provided in the Plan fail in response to an actual release. These amendments shall <br /> be implemented as soon as possible, but not later than 6-months after such a <br /> change occurs.
