i <br /> 3.0 FACILITY DESCRIPTION (40 CFR 112.7 (a)(3)) <br /> 3.1 Physical Layout of Facilities <br /> The California Health Care Facility (CHCF) at 7707 South Austin Road, <br /> Stockton, California (San Joaquin County) is owned and operated by the <br /> California Department of Corrections and Rehabilitation (CDCR). The facility is <br /> located within the unincorporated area of San Joaquin County and is <br /> approximately 144 acres. Figure 1 at the back of this plan is a Site Vicinity Map <br /> showing the location of the facility and Figure 2 Facilities Site Map shows the <br /> layout of the facility. <br /> 3.2 Petroleum Products Onsite <br /> The CHCF operation includes the use and storage of fuels (gasoline and diesel <br /> only), motor oil, used motor oil, solvents, lubricants, and hydraulic fluids. <br /> Petroleum products are stored at the facility in above ground storage tanks (ASTs) <br /> and back-up generators. There are no underground storage tanks (USTs) located <br /> onsite. Other products such as grease, oil, and solvents are to be delivered in small <br /> containers and stored at the intended usage area. Four 10,000 gallon and one <br /> 2,000 gallon ASTs are used to store fuel at the Generator Yard (Figure 3). One <br /> 132 gallon AST is used to store fuel at the Vehicle Sallyport (Figure 4). One 550 <br /> gallon AST is used to store diesel fuel at the Water Plant Fire Pump as shown in <br /> Figure 5. The total AST volume potential of the site is 42,682 gallons <br /> The fuels at the Generator Yard are distributed to six back-up generators by <br /> aboveground piping. The fuel at the Vehicle Sallyport is distributed to the Lethal <br /> Electrified Fence back-up generator through internal piping that is self-contained. <br /> Diesel fuel at the Water Plant Fire Pump is distributed to the fire pump through <br /> internal piping that is self-contained. Used oil is disposed of by authorized <br /> recycled oil facilities. Petroleum storage areas are described below and listed on <br /> Table 3-1. <br /> Generator Yard: The Generator Yard is located in the northern portion of the <br /> facility as shown on Figure 2The Generator Yard ASTs with diesel fuels are <br /> located in the Generator Yard Facility area as shown on Figure 3. <br /> The four 10,000-gallon and one 2,000-gallon ASTs, are constructed of double <br /> walled steel encased in a reinforced concrete vault. The ASTs are located the east <br /> side of the Generator Yard. Tanks are filled by an outside vender in tanker trucks <br /> with up to 8,000-gallon total capacity. <br /> Generator motor: These generators have the capacity of storing 105 gallons of oil <br /> for lubrication. <br /> Piping containments. <br /> Fuel piping is above ground. Tank manifolds are connected by pipe and pump that <br /> siphon diesel fuels from bulk storage tank to the day tank. The punp has a one <br /> way pressure check valve that regulate the flow of diesel fuels from storage to the <br /> day tank; thus, these tanks do not operate as a single storage unit. The individual <br /> secondary contaimnent shells are sufficient to contain the entire quantity of the <br /> tank; a breach in one primary tank will cause the fuel level to be contained.
