(NuStar) for the Stockton Terminal No. 3, which is located north <br /> of the main facility in Stockton (Site). On 22 September 2011, Central Valley Water Board <br /> staff met with representatives of Ash Creek and Nu Star to discuss the Site history and <br /> regional environmental issues. The Letter includes a summary of the meeting. <br /> During the meeting NuStar discussed the Site history, current Site conditions, and the <br /> January 2006 Cleanup Plan. Since submittal of the 2006 Cleanup Plan NuStar has <br /> conducted several additional investigations to evaluate the natural attenuation potential and <br /> define the vertical extent of contamination. The Letter states that Site conditions are <br /> conducive to natural degradation and that petroleum hydrocarbons have been adequately <br /> delineated at the Site. <br /> Central Valley Water Board staff concur with NuStar's proposal to submit an Investigation <br /> Summary Report to summarize these investigation activities and to show that the Site has <br /> been horizontally and vertically delineated. By 31 December 2011, NuStar needs to <br /> prepare and submit the Investigation Summary Report. The report should include tables of <br /> all historic soil and groundwater data along with figures showing the extent of soil and <br /> groundwater contamination in all zones. In addition, NuStar should include an estimate of <br /> the mass remaining in soil and groundwater at the Site.
