• Page 2 of 2 <br /> Subject: Port of Stockton Well Destructions <br /> Importance: High <br /> Mike, <br /> Per your request, I have attached a Well Construction Table for the Former Time Oil Terminal and Tesoro <br /> Terminal wells that are slated for destruction. We plan to use the "Popsicle Method"(Plan A) to remove all <br /> 23 of the wells listed in the two permit application packages. Based on the well constructions, and the very <br /> shallow depth of the wells (10 feet), I believe that there is a very high likelihood that this method will be <br /> effective for all wells. Due to potential future grading activities, both terminals prefer that the grout columns <br /> remain at least 2 to 3 feet below grade with surface completion to match surrounding materials. <br /> However, in the event that the"Popsicle Method"cannot be used on wells that are accessible by drill rig, <br /> Plan B is to remove the casing, drill out the borings to remove remaining well materials and grout the <br /> borings through the augers as they are being removed. <br /> In the unlikely event that Plans A and B are not possible, then Plan C would be to pressure grout the wells. <br /> There are only 5 wells where this contingency may be required (TS-5, TS-7, TS-8, TS-11, and TONT-12 <br /> due to access issues). A description of Plans A and C follows: <br /> Popsicle Method (Plan A) <br /> 1. Make sure the well is unobstructed and open the full length of the casing. If sediment is <br /> present in well, well will be cleaned out. <br /> 2. Determine if casing can be pulled up. <br /> 3. Knock out end plug. <br /> 4. Fill casing with grout as we pull casing. <br /> Pressure Grout (Pian C) <br /> 1. Wells will be pressure grouted using a thin liquid/cement grout(ratio= 10 gallon water to <br /> 94 Ib of cement) <br /> 2. 25 psi liquid grout pressure maintained for 5 minutes. <br /> 3. Cut PVC approximately 3 feet below grade. (Note: depth to groundwater anticipated at <br /> about 3 feet below grade and most of the wells are screened from 1 to 9 feet below grade). <br /> 4. Place grout or bentonite chip seal to grade to match surrounding surface material. <br /> We are currently scheduled to begin field work on Tuesday, December 14, 2010.
