(NuStar) for the Stockton Terminal No. 3, which is located north <br /> of the main facility in Stockton (Site). <br /> The Work Plan proposes installing one deep anode well for cathodic protection in the area <br /> currently leased to Time Oil about 600 feet north-northwest of the main facility. The anode <br /> well will be drilled with 10-inch conductor casing to 125 feet below ground surface (bgs). <br /> The conductor casing will mitigate the potential for vertical migration of petroleum <br /> hydrocarbons in the area. The well will be constructed with Schedule 40 polyvinyl chloride <br /> (PVC) and bentonite will be placed in the outer annulus to secure the PVC in place prior to <br /> drilling through the casing. NuStar states it has constructed similar anode wells in the past. <br /> The active zone of the anode well will extend from 125 to 275 feet bgs and will be backfilled <br /> with design-specified anode backfill. NuStar will evenly space approximately 12 anodes in <br /> the active zone and connect them to the surface with lead wires. <br /> Central Valley Water Board staff concur with the installation of one deep anode well at the <br /> Site. By 10 September 2011, NuStar needs to install the anode well and submit a report of <br /> findings.
