AUG 04 W9
PO Box 709
Martinez, CA 94553
Re: Western Oil and Spreading Site Code: 1927
19256 N Hwy 99
Acampo, CA 95220
A preliminary soil and groundwater investigation of the contamination of the former underground
storage tank(UST) at the above-referenced sit was conducted on Much 23 and March 24, 1999. San
Joaquin County Public Health Services(PHS/EHD) has reviewed Reportfor a Limited Soil and
Groundwater Investigation dated May 24, 1999 prepared by Gallardo&Associates. PHS/EHD has the
following comments:
1. Analytical results of the groundwater encountered in soil boring M1 (B-1)advanced in the area of the
two former 20,000 gallon UST were 5,900 parts per billion(ppb)of Total Petroleum Hydrocarbons
as diesel (ITH-d), 4,300 ppb of TPH as kerosene(TPH-k),and 71 ppb of TPH as gasoline(TPH f).
It is unknown if this is perched water. Historically groundwater in the area was approximately 50
to 60 feet bsg in Fall 1993 according to maps published by San Joaquin County Flood Control, and
approximately 30 to 40 feet bsg in Spring 1986. The two 20,000 gallon UST were removed on
October 22, 1987. PHS/EHD recommends installing groundwater monitoring wells to investigate
the extent of the groundwater contamination.
2. Analytical results of the soil sample collected from B-1 at 40 feet bsg were 730 parts per million
(ppm) of TPH-d,530 ppm of TPH-k,and 17 ppm of TPH-g. Analytical results of the soil sample
collected from B-2 at 30 feet bsg were 13,000 ppm of TPH-d, 11,000 ppm of TPH-k,and 230 ppm
of TPH-g. The vertical extent and horizontal(toward the east)extent of the contamination in the
soil have not been defined.
3. Submit to PHS/EHD a work plan that will define the vertical and horizontal extent of the
hydrocarbon contamination in soil and groundwater by October 5, 1999.
4. PHS/EHD recommends applying to California's Petroleum Underground Storage Tank Cleanup
Fund for reimbursement of corrective action cost,if you have not already done this.
If you have any questions, please contact Jeffrey Wong at (209) 468-0335.
Donna Heran,RENS,Director
Environmental Health Divisiop
r
Jeffrey Wong,EHS,Trainee Margaret" Lagorio,
LOP/Site Mitigation Unit IV Supervisor
c: RWQCB, Central Valley Region-Mark List
c: Gallardo&Associates-Rafael Gallardo
A Division of San Joaquin County Health Care Services
