1 INTRODUCTION <br /> D K Barber P E and Associates' staff prepared this workplan to complete the <br /> ' characterization of groundwater and soil impacted with petroleum hydrocarbons to support <br /> a closure request for the Acampo Plant site for Western Oil & Spreading, Inc (WO&S) on <br /> approximately 213 acres of relatively flat, covered by aggregate road base, improved land <br /> hosting a liquid asphalt and lignin based road oil storage and mixing facility The site's <br /> industrial history has been chronicled back to 1955 Currently there are 16 above ground <br /> storage tanks containing petroleum hydrocarbon, water or lignin based products The site <br /> is active In 1985 the business was purchased by Mike and John Telfer and renamed <br /> ' Western Oil and Spreading, Inc The site is located at 19256 N Highway 99, several <br /> hundred yards east of the frontage road Reference Figure 1, Location Map The relatively <br /> tflat site is bordered on the north by an open field (previously an apple orchard), to the east <br /> and south by open fields and to the west by several homes, separating it from the frontage <br /> ' road It is one quarter mile south of Woodbridge Road in Acampo, CA within San Joaquin <br /> County <br /> 1 1 Work to Date <br /> The following is extracted from the Gallardo Report found in Appendix E On October 22, <br /> ' 1987, two 20,000 GA UST's used to store liquid asphalt, one 1,000 GA UST used to store <br /> diesel fuel, and one 500 GA UST used to store gasoline fuel were removed from the site <br /> ' property Analytical results collected during the tank removals indicated petroleum <br /> impacted soil within the 20,000 GA cavity location <br /> On December 10, Gallardo & Associates, Windsor, CA (Gallardo) was retained by the <br /> owner's representative Jeff Hopkins, to plan and perform a limited soil and groundwater <br /> ' investigation Field work was performed March 23 and 24, 1999 by Gallardo, as proposed <br /> and accepted by San Joaquin County Public Health Services, Environmental Health <br /> Division (PHSIEHD) A report summarizing findings was forwarded to Jeff Hopkins on May <br /> 24, 1999 by Rafael L Gallardo <br /> ' Y <br /> work to date investigative The b others has included identifying petroleum hydrocarbon <br /> T g <br /> contamination in the locations of the two aforementioned asphalt and diesel fuel containing <br /> USTs, removed in 1987, some definition of lateral extent of contamination, identification of <br /> 1-1 <br />
