• <br /> i 1 INTRODUCTION <br /> 1 D K Barber P E and Associates' staff have prepared this work plan to remediate <br /> soil and complete the characterization of groundwater impacted with petroleum <br /> hydrocarbons for Western Oil and Spreading, Inc (WO&S) on approximately 2 13 acres <br /> of improved land known as the Acampo Plant Site The property is located at 19256 N <br /> Hwy 99, , several hundred yards east of the frontage road Reference Figure 1, Location <br /> Map This site is identified as San Joaquin County Assessor's Parcel Number(APN) 017- <br /> 090-36 The relatively flat site is covered by compacted road base rock and asphalt <br /> treatment It is bordered on the north by an open field (previously an apple orchard), to <br /> the east and south by open fields and to the west by several homes, separating it from <br /> ' the frontage road It is one quarter mile south of Woodbridge Road in Acampo, CA within <br /> San Joaquin County The lead agency providing oversight of remediation is the San <br /> Joaquin County Public Health Services, Environmental Health Division (PHS/EHD), as <br /> delegated by the Central Valley Regional Water Quality Control Board (CVRWQCB) The <br /> site hosts a liquid asphalt and lignin based road oil storage and mixing facility The site's <br /> industrial history has been chronicled back to 1955 Currently there are 16 above ground <br /> storage tanks containing petroleum hydrocarbon, water or lignin based products <br /> 1 <br /> The site is active In 1985 the business was purchased by Mike and John Telfer and <br /> renamed Western Oil and Spreading, Inc The site was characterized initially by Gallardo <br /> & Associates, Windsor, CA and later by D K Barber & Associates, Lodi/Auburn, CA <br /> ' with support from Stellar Environmental Solutions, Berkeley, CA <br /> ' The characterization studies indicate diesel contamination of the soil and underlying <br /> ground water exists A plume of contamination extends down gradient and beyond the <br /> site's boundary <br /> 1 7 Acampo Plant Site-Currently owned by Western Oil And Spreading <br /> On December 10, 1998 Gallardo & Associates, Windsor, CA (Gallardo) was <br /> ' retained by the owner's representative Jeff Hopkins, to plan and perform a limited soil and <br /> 1-1 <br />
