The most recent consensus has been to define the remaining mass of diesel
' contained in the plume, rreduce the remaining source and assure that there is no
foreseeable threat to nearby domestic and agricultural wells
The lack of potential beneficial (uses of the shallow saturated zones beneath the
' site has been questioned by the responsible party in light of the distance to nearest
down gradient agricultural wells, the unrelated salt contamination of the shallow
groundwater suspected from the up gradient Victor Meat Company's reported brine
contamination and the continued dropping of monitored hydrocarbon contamination
1 levels Beyond the immediate site the noted hydrocarbon contaminant is diesel BTEX
gasoline and lighter fractions have not been detected
The PHS/EHD has maintained that at this time the beneficial use as agricultural
water supply exists While it is doubtful that water will be extracted from this area's
near surface aquifer nor that a permit to construct a shallow domestic water well would
be issued for this zone by San Joaquin County, the potential of influence by the
advancing plume on down gradient uses of the water should be a foremost
' consideration
It is not the purpose of this workplan to argue the potential beneficial use of the
shallow aquifers that may underlie this site nor the risk of further contaminating ground
' water This workplan addresses the immediate excavation and remediation of
remaining diesel contaminated soil not removed following the UST extraction The
properties affected are the original site APN 017-090-36 and two adjacent parcels
owned by Mr Michael Douglas (M D Investments at 886 Portola Road, Portola Valley,
' CA 94028 (650) 529-9663) The parcels are (along the WO&S site's northern
boundary, APN 017-090-02 and the eastern boundary, APN 017-090-35
1
1-5
1
