Ms.
Davidova contacted Upgradient Environmental Consultants on February 19 and authorized us to prepare a
work plan to drill one new monitor well and one new boring at the site. The well will be used to monitor
groundwater conditions when the water table is shallow, and the purpose of the deep boring is to determine
whether the maximum depth of soil contamination has been adequately delineated.
Gillies Trucking Co. is presently attempting to use its property as collateral in the purchase of a
nearby parcel of property, but is having difficulty securing a loan because of the cloud of unce tainty that
surrounds the property as a result of this contamination problem. Twice during the course of the
investigation of the problem, Mr.Gillies has been told that the investigation phase is complete, only to learn
later that PHS/EHD has erected new requirements that force him to perforin additional work befere the case
can be closed. He finds this very frustrating, and is anxious to obtain a commitment from PHS/EFD that this
newest phase of drilling will finally satisfy regulatory requirements and enable him to go forward with the
property aquisition.
Enclosed with the work plan are a drilling permit and the permit fee. Our Site Health and Safety
Plan for this project is already on file with your office. We would like to perform the field work in late
March, if possible. /, ADMA)CE SC(6 BOQwq wr
Sincerely, 1-0 [ZO` 6
/ F/6t P 08 9 raU 09 PIC),
V RCAi iNo[CRr€s
-61r 2ZOCWM [-tWkoRSoAi
Victor B.
