Hazelton Ave . <br /> Stockton, CA 95205 SAN JOAQUIN COUNTY <br /> PLANNING DIVISION <br /> RE: GP-89-6/ZR-89-9 <br /> The San Joaquin County Air Pollution Control District has <br /> reviewed the General Plan Map Amendment and Zone <br /> Reclassification for Tom Summers , wherein a 17-acre parcel is to <br /> be amended from Agricultural to Rural Residential and rezoned <br /> from AG-40 (General Agriculture ) to RR-65 (Rural Residential ) . <br /> The project is to be subdivided into 7 lots , containing a <br /> minimum of 2 acres to accommodate single family homes . The <br /> project location is on the southeast corner of the Southern <br /> Pacific Railroad right-of-way and Alpine Road, east of Stockton . <br /> The District has the following comments and recommendations : <br /> 1 . The District foresees a problem with CO and fine particulate <br /> (PM-10 ) due to the burning of wood fuel in fireplaces and <br /> stoves . The new EPA certified stoves and fireplaces have been <br /> shown in the laboratory to have particulate matter emissions <br /> from 70 to 90% less than conventional stoves . Installation of <br /> EPA certified fireplace inserts and stoves is therefore <br /> requested. <br /> 2 . San Joaquin County' s air quality relative to National <br /> Ambient Air Quality Standards set forth in the Clean Air Act is <br /> as follows : <br /> PM-10 - Non-attainment <br /> CO - Non-attainment ( for Stockton Metropolitan <br /> Statistical Area only) <br /> Ozone - Non-attainment(possible SIP call area) <br /> Emissions generated during the construction process are of <br /> some concern to the District. The following dust control <br /> practices shall be implemented: <br /> a.
