Soap Spill <br /> Country Club Service Complete Automotive Service <br /> 1403 Country Club, tockton <br /> 2/6/95 <br /> 9:30 Receiv d call from Larry Williams from City of Stockton MUD. I called him at <br /> 481-96 1, Larry said that there is some brown liquid in the storm drain gutter at <br /> Elmwo d and Pershing behind the Country Club BP. <br /> 9:48 Arrived on site. Larry Williams was talking to the RP (Craig Furgison) when I <br /> arrived. There was about 80 feet of impacted storm drain ditch (the asphalt and <br /> cement ined road gutter). The RP discharged the soap to the storm drain while <br /> he was ashing down his driveway with a green colored soap. The color of the <br /> wash w ter looks like brown anti-freeze. The RP told Larry that is the color of <br /> the so a . Larry said he will have the city crews pump out the storm drain ditch. <br /> I did no issue an NAI because Larry arranged the cleanup and he was going to <br /> issue a otice to the RP. Larry told the RP he needs to drain his driveway wash <br /> water in the car wash sanitary sewer drainfall and that the RP will have to install <br /> a sewer onnection with a sand trap for a permanent solution. <br /> 10:15 After to ing to the RP it seemed that the site is not in the incorporated part of <br /> the Cou try Club area. I called San Joaquin County Road Maintenance and told <br /> them th t the COS responded to the spill but that it is in the county. <br /> 10:30 Left site <br /> 11:48 I checke my voice mail and listened to a message from Larry Williams. He said <br /> thatthe pill is located in the County area and that he has pulled off the site and <br /> now it is my responsibility. <br /> 12:00 Arrived n site. I told the RP to clean up the storm drain ditch. He placed the <br /> soapy w ter in his service bay pit which he says is pumped up to the waste oil <br /> tank. I rote him an NAI. He said that from now on when he cleans off his <br /> drivewa he will plug off the storm drain and direct the water to his pit. The pit <br /> drains to a pump which pumps waste oil to the waste oil tank. I observed the <br /> cleanup d left the site. <br /> 12:36 Left site. <br />
