Upgradient Environmental Consultants <br /> October 31, 1996 <br /> Mr Ken Gilkes <br /> Gilkes Trucking <br /> P O Box 8303 <br /> Stockton, CA 95208 N 0 V -4 1996 <br /> s <br /> Subject: Gillies Trucking ENVIRONMENTAL HEALTH <br /> Problem Assessment Report PERMITISERVICES <br /> 3931 Newton Road <br /> Stockton, CA <br /> Dear Mr Gillies <br /> a <br /> Upgradient is pleased to inform your that we have completed our analysis of the data that were <br /> obtained m August and October at the Gillies Trucking facility The new data have made it possible to <br /> revise and expand the preliminary Third Quarter Report that was submitted on September 17 By fully <br /> integrating the new data with the data that were obtained in earlier phases of the investigation, we have <br /> been able to go beyond the original scope of work and prepare a Problem Assessment Report (PAR) <br /> that conforms to the standards required by the Central Valley Regional Water Quality Board Problem <br /> Assessment Reports are intended to be very detailed and thorough characterizations of those <br /> underground tank sites that involve groundwater contamination Central Valley Board policy requires <br /> that such reports be submitted before proceeding to site remediation or requesting case closure with no <br /> further action By preparing the PAR at this time, we are optimistic that San Joaquin County <br /> Environmental Health will accept our conclusion that the site has been sufficiently characterized to <br /> move beyond site assessment to the next stage We believe that it is appropriate at this time to perform <br /> a risk analysts to determine whether the case can be closed under the Board's"low-risk" guidelines, but <br /> we will wart for a written response to this report from PHS/EHD before proceeding with any further <br /> work <br /> Copies of this report have been transmitted to Mr Steve Sasson at San Joaquin County Public <br /> Health Services and Miss Elizabeth Thayer at the Central Valley Regional Water Quality Control <br /> Board We recommend that you include a copy of the Executive Summary with your reimbursement <br /> request to the State Underground Tank Fund <br /> All that remains to be done to complete the scope of work authorized in proposal 96008 is to <br /> perform the fourth quarter groundwater monitoring Unless directed otherwise by Mr Sasson, we plan <br /> to monitor the site in early December and complete the report by the end of the year By that time, <br /> there will be several 55-gallon drums of purge water stored along the south side of the property We <br /> suggest that you authorize us to transfer this water by vacuum truck to a licensed disposal facility at <br /> that time We will submit a cost estimate for this in late November so that you may obtain pre-approval <br /> from the State Fund <br /> The charges for several items exceed the proposal amounts because of the expanded scope of <br /> work To clarify the revised charges for you and for the UST Fund, we have itemized the changes on <br /> 4111 82nd Street 3369 Kimberly Road <br /> Sacramento, CA 95826 Cameron Park, Cir 93682 <br /> (916) 452-2891 (916) 677-3055 <br /> Fant 4571817 Fax 677-3055 <br />
