The inspection included a meeting with you, review of the self- <br /> monitoring reports,review of the existing waste discharge requirements of the PPM, inspection of the <br /> facility operations, and independent sample collection and analysis. <br /> Violations of the Waste Discharge Requirements Order 99-061 and Monitoring and Reporting Program <br /> (MRP) No. 99-061 were identified through the inspection. These violations were discussed with you <br /> and Mr. Lorimer during the meeting. The violations are as follow: <br /> 1. Since the adoption of Order No.`99-061, effluent samples have not been analyzed for settleable <br /> solids as required by the MRP. <br /> 2. Since the adoption of the Order, receiving water samples have not been analyzed for ammonia of <br /> fecal coliform organisms as required by the MRP. <br /> 3. Order 99-061, Sludge Disposal,requirement B.1. requires the Discharger to maintain an <br /> approved Sludge Management Plan for the facility. At the time of the inspection, no such plan <br /> was available. <br /> 4. The MRP requires that by 30 January of each year, the Discharger shall submit a written annual <br /> report to the Executive Officer. At the time of the inspection no such report had been submitted <br /> to the Regional Board or was on file at the facility. <br /> Two non-permit issues were identified during the inspection: (1) access to the influent sampling location <br /> is dangerous for the person collecting the sample; and(2) there is no secondary containment of the <br /> liquid chlorine, which is stored in 50-gallon drums within the enclosed building. <br /> California Environmental Protection Agency <br /> Cd Recycled Paper <br />
