PARADISE POINT MARINA INFORMATION SHEET <br /> SEVEN RESORTS, INC. <br /> SAN JOAQUIN COUNTY <br /> Seven Resorts, Inc. owns and operates Paradise Point Marina. The facility consists of a store,restaurant, <br /> boat repair shop,four mobile homes for employee housing, laundry, showers and storage buildings. <br /> Slips are available for 160 boats and 40 rental houseboats. Sewage pumpout facilities are available for <br /> boats. The wastewater treatment plant is at the intersection of Disappointment Slough and Bishop Cut. <br /> The wastewater is initially treated by one 7,200 gallon septic tank and six 1,200 gallon septic tanks <br /> before entering the final septic tank(800 gallon)which is directly connected to the batch treatment <br /> facilities. The batch treatment facilities consist of a 30,000 gallon per day (gpd) capacity batch plant and <br /> a 3,000 gpd capacity batch standby plant. The batch treatment systems are used seasonally depending <br /> upon inflow. The 3,000 gpd system is operated during the wet season and the 30,000 gpd system is <br /> operated during the dry season. The 30,000 gpd batch treatment system consists of a screen, an aeration <br /> chamber, a clarifier, a chlorine injection system, a chlorine contact chamber, and multi-media pressure <br /> filters. The 3,000 gpd batch plant treatment utilizes similar process train system. Both batch treatment <br /> systems are housed inside a building. Treated wastewater is discharged at a point 2,000 feet north of the <br /> confluence of the Disappointment Slough and Bishop Cut. <br /> Paradise Point Marina used to consistently discharge formaldehyde into the outfall at concentrations up <br /> to 84 ppb. This concentration exceeded the Department of Health Services State Action Level of 30 <br /> ppb. The source of formaldehyde was a chemical toilet deodorant used in the house boat holding tank <br /> known as aeroflush. The high concentrations of formaldehyde in the effluent caused 100%mortality in <br /> the bioassay testing. Since August of 1991,the Discharger has stopped using the deodorant that <br /> contains the formaldehyde. Recent bioassay testing indicate no toxicity problems. <br /> USEPA adopted the National Toxics Rule(NTR) on 5 February 1993. The NTR contains water quality <br /> standards applicable to this discharge. Federal regulations require effluent limitations for all pollutants <br /> that are or may be discharged at a level that will cause or have the reasonable potential to cause, or <br /> contribute to an in-stream excursion above a narrative or numerical water quality standard. This Order <br /> contains a provision (provision 3)that requires the Discharger to provide information as to whether the <br /> levels of EPA priority pollutants and/or NTR constituents in the discharge cause or contribute to an in- <br /> stream excursion above a water quality objective and allows the Board to reopen this Order and include <br /> effluent limitations for those constituents. <br /> The City of Stockton provides services for the disposal of Paradise Point Marina's sludge. Paradise <br /> Point Marina pumps its sewage sludge during the summer months when recreational activities and <br /> discharge to the outfall are at their peaks. <br />
