Paradise Point Marina consists of a store/restaurant, boat repair building, office, house <br /> boat pumpout, mobile homes, laundry, and storage buildings. The wastewater is <br /> initially treated by one 7,200 gallon septic tank and six 1200 gallon septic tanks before <br /> entering the final septic tank (800 gallon) which is directly connected to the batch <br /> treatment facilities. The batch treatment facilities consist of a 30,000 gallon per day <br /> (gpd) capacity batch plant and a 3000 gpd capacity batch plant. The batch treatment <br /> systems are used seasonally depending upon the inflow. The 3000 gpd system is <br /> operated during the wet season and the 30,000 gpd system during the dry season. The <br /> 30,000 gpd batch treatment system consists of a screen, an aeration chamber, a <br /> clarifier, a chlorine injection system, a chlorine contact chamber, and multi-media <br /> pressure filters as shown on Attachment B, a part of this Order. The 3,000 gpd batch <br /> treatment system utilizes a similar process train. Both batch treatment systems are <br /> housed inside a building. <br /> 6. Paradise Point Marina has consistently discharged formaldehyde at concentrations up to <br /> 84 ppb. This exceeds the Department of Health Services State Action Level of 30 ppb. <br /> The source of formaldehyde is a chemical toilet deodorant used in house boat holding <br /> tank known as Aeroflush. Past laboratory bioassays have shown 0 % survival rate. <br /> As of 9 August 1991, the Discharger has stopped using toilet deodorant that contains <br /> formaldehyde. Recent laboratory analyses have shown no indication of the presence of <br /> formaldehyde. <br /> 7. The City of Stockton provides services for the disposal of Paradise Point Marina's <br /> sewage sludge. Paradise Point Marina pumps its sewage sludge during the summer <br /> months when recreational activities and discharge to the outfall are at their peaks. <br /> 8. The U.S. Environmental Protection Agency (EPA) and the Board have classified this <br /> discharge as a minor discharge. <br /> 9. The Board adopted a Water Quality Control Plan, Second Edition, for the Sacramento- <br /> San Joaquin Delta Basin (513) which contains water quality objectives for waters of the <br /> Basin. These requirements implement the Basin Plan. <br />
