(PES) has <br /> prepared this work plan to investigate the extent of petroleum hydrocarbon-affected soil and <br /> shallow groundwater resulting from a subsurface fuel pipeline release at Paradise Point Marina <br /> in Stockton, California (the site or subject property, see Plate 1). The investigation work plan <br /> has been prepared as requested by the California Regional Water Quality Control Board <br /> (CRWQCB ) in a letter dated October 1, 2015. Background information used in development <br /> of the work plan and the proposed scope of work are presented below. <br /> BACKGROUND INFORMATION <br /> A release from a below grade fuel line was identified at the subject property in September, <br /> 2015. The 2-inch diameter fuel line originates at a 1,000-gallon above ground storage tank <br /> (AST) and runs underground approximately 215 feet rising in elevation through the northwest <br /> corner of the raised paved parking area, through the levee and surfaces above ground along <br /> a dock to a fueling station for boats. Because the AST is located at an elevation below the <br /> fueling station, the fuel has been pumped from the AST to the fueling station.
