Beginning January 1, 2013, all businesses are required to submit all new (or any changes to existing) <br /> hazardous waste information online to the CERS at http://cers.calepa.ca.gov. Be sure to include your hazardous <br /> waste activity in the Businesses Activities section in CERS in addition to any other relevant activities and required <br /> fields. <br /> This is a Class II violation. <br /> 608 CCR 66266.130 Failed to properly manage used oil and fuel filters. <br /> Observed a 55 gallon drum of drained used oil filters with no start accumulation date. Used oil filters shall be drained <br /> of free-flowing oil, stored in a closed, rainproof container, labeled as"drained used oil filters," and marked with an <br /> accumulation start date. Verified disposal record for drained used oil filter last pickup was 7/1/14 and Margarito <br /> marked the accumulation start date, 7/1/14. Immediately mark the date and ensure that all used oil filters are <br /> managed in this way. <br /> The above referenced drum of drained used oil filters found stored greater than 1 year. Facilities that generate up to <br /> one ton of used oil filters per year may store the filters up to one year. Facilities that generate one ton or more of <br /> used oil filters may store the filters for up to 180 days. Immediately recycle these filters under a bill of lading and <br /> submit a copy of the bill of lading to the EHD. <br /> Bills of lading for the recycling of used oil filters for 2012, 2013 and 2015 were not found on site. A copy of each bill of <br /> lading must be kept on site for at least three years. Immediately locate a copy of all bills of lading for used oil filters <br /> for the last three years, maintain them on site, and submit copies to the EHD. <br /> This is a repeat violation, Class ll. <br /> Overall Inspection Comments: <br /> Complete and submit a copy of the Return to Compliance Certification form to the EHD with a statement <br /> documenting the corrective actions that have been or will be taken for each violation, and any supporting <br /> paperwork, by August 22, 2015. <br /> Please be aware as of January 1, 2013, all businesses are required to submit all hazardous materials information <br /> online to the California Environmental Reporting System (CERS) at httpi//cers.calepa.ca.gov.
