Cotulla <br /> San Joaquin County <br /> Public Health Services <br /> Environmental Health <br /> 1601 East Hazelton Avenue <br /> Stockton, California 95201 <br /> Dear Ms. Cotulla: <br /> Attached for your review is a copy of the revised Problem Assessment Report <br /> for the referenced site in Stockton, California. <br /> The water table has declined and may have stranded hydrocarbons in the vadose <br /> zone. Consequently, we plan to conduct a vapor extraction test to determine <br /> if sufficient hydrocarbon vapors can be removed to jusify an ongoing venting <br /> system. We would like to move forward with this activity as soon as <br /> possible. Unless we receive objections from your office, we will proceed with <br /> arrangements to complete the vapor extraction test. Should the water table <br /> rise in the future, this effort will reduce the impact of hydrocarbons <br /> redissolving into the groundwater. <br /> Groundwater monitoring data collected since our remediation plan was first <br /> submitted on March 23, 1989, indicate that the plume is migrating <br /> downgradient. Based on data from MW-8, MW-9, MW-4 and MW-2, it is apparent <br /> that more than one source has contributed to the plume in the vicinity of the <br /> site. Hydrocarbons exist in the groundwter upgradient, crossgradient and <br /> downgradient of the site. An additional well is proposed downgradient of <br /> MW-10 for further delineation. Our plans for recovery are being revised to <br /> simplify permitting and speed the implementation of a recovery system by <br /> eliminating discharge to groundwater and thus the need for an NPDES permit. <br /> Additional recovery wells may be necessary due to the low water table. They <br /> will be located to minimize impact on future development of the site. <br /> In view of the time that has passed, we wish to proceed immediately. The <br /> three acitivities, vapor extraction tests, recovery well installation and <br /> offsite access can be conducted concurrently. Please notify me as soon as <br /> possible if you have any objection to proceeding immediately with the onsite <br /> work. <br /> A DIVISION OF EXXON CORPORATION <br />
